[UPDATE] nco-3.1.9_1

Description

I fixed the portfile to enable +ncap2 variant. The cause of the fail was due to case sensitivity: src/nco++/ncap2.hh and Ncap2.hh in the same directory. I only attach the new Portfile. The patch stays the same.
