I don't know what the policy is but I'd actually call this patch invalid since there's a new version of Rails since this patch. There are two branches that are active: 1.2 and 2.0

If the patch provides a working newer version of the software than MacPorts currently does, then the patch is not invalid. The patch could be committed, and then later someone can look into further updating the port. Ticket #14091 has already been filed to update rb-rails to 2.0.

If a maintainer does not respond for 72 hours, then anyone can commit the patch. I don't feel confident in doing so myself, since I don't use Ruby.

If you want to be the maintainer of rb-rails, please email the current maintainer. If the email bounces, we can assume they're gone. If it doesn't bounce, hopefully they'll respond...
