osxvnc: update to 3.0

Description

Attached is a diff to the portfile and accompanying patch. It builds fine for me on Mac OSX 10.5.1 Intel. This would also close #12077.

The script patch included is due to a change in the location of avgtool in XCode 3.0. The script checks both locations and executes avgtool as the original script did. I have to question whether we really want to have this script in the first place, though, since it only bumps the version number after building and we aren't committing anything back to osxvnc. Your call, Ryan.

The patch failed nicely because the tool is called agvtool, not avgtool. :)

I also want to verify the system requirements. I think 3.0 requires Tiger or newer, so we should prevent installation on Panther and Jaguar.

The release notes say it'll work on 10.3.9 and newer so I just prevented installation on Jaguar. Committed the update (with the fixed patch) in r33415. Thanks!
