I'll call this a duplicate of #11163 since the fetch failure of lyx-1.4.0pre3 was already reported there. Charlse reported to me by email that the lyx ftp server is having problems and that we should use a mirror instead, so I added a new patch to #11163 which adds the mirrors, and also updates the port to 1.5.4. Somebody needs to test this patch.
