Update port polipo to better use ${prefix} and add a startup item

This update to the www/polipo port does several things: updates the code to expect config files in ${prefix}/etc/polipo instead of /etc/polipo (home directory support remains as is); copies the forbidden sample config file as well as the base config file; adds a startup item for it.

The update will be attached in two files, one for the Portfile diff and the other a tarball of files/

Long-term, this port should also create a user for it instead of running as root.
