libtool: update to 2.2

Description
I updated the libtool port from 1.5.24 to 1.5.26 because that fixed a couple build issues we were having with ports. But libtool 2.2 is the latest stable version. Since this is a major version jump and 2.2 has been in development for a long time, I wanted to leave it to the maintainer to handle this update.
