Description
Our Trac ticketing guidelines are not very visible. It would be good to link them on the New Ticket page to point new users into the right direction.

Shame on me. But I didn't see it at all! Not sure if I was just too blind or if this will also happen to other users...
Could we make this something more visible like this?

The link to the guidelines is right below the "New Ticket" link (in the upper right) when viewing the new ticket form. Can you confirm that you see it or explain what else you want done for this issue?
