streamripper: update to 1.63.1

Description

The streamripper port is at version 1.62.3 but version 1.63.1 has been released so the port should be updated. Giuseppe Di Matteo reported this on macports-users.

Configure fails if glib2 is not installed: 

checking for GLIB - version >= 2.8.0... no
*** Could not run GLIB test program, checking why...
*** The test program failed to compile or link. See the file config.log for the
*** exact error that occured. This usually means GLIB is incorrectly installed.
configure: error: glib 2.8 or newer is required

The update seems to require this as a dependency.
