flac variant of vorbis-tools doesn't actually enable flac

Description

Possibly due to upgrading to vorbis-tools 1.2.0, there is no more --with-flac option. So passing in --with-flac gets erroneously parsed as --without-flac. The portfile should simply delete the --without-flac configure option when the flac variant is chosen, instead of also adding --with-flac. I've tested this using a local portfile.
