libtorrent-devel bump to 0.12.3 and include kqueue

Description
The first point would be to upgrade the version to 0.12.3 (and rtorrent-devel accordingly - another Ticket).
0.12.3 is released and it has a few nice bugfixes for OS X (especially making dht work with ipv6 on OS X).
The next enhancement of 0.12.3 is that kqueue works now fine on OS X (within the given OS limitations). Hence i suggest making it at least a port variant.
configure arg is "--with-kqueue"
I personally would make it a default setting (it has only advantages over the select option). But i don't know how well 10.3 or 10.5 works with it (i have OS 10.4).
Minor point would be, to make ipv6 a variant. It's a variant on curl (which rtorrent uses). If one grabs everything the default way without fiddling with variants, compiling in ipv6 on libtorrent/rtorrent seems pretty useless to me.
