Update cfitsio 3.060 to 3.10

Please update cfitsio to the latest 3.10. The 3.060 doesn't build anyway since port can't fetch the old source.

Would you object to using gcc43 instead of gcc42 for the build dependency?

I attempted to build but I see the following error:

Committed revision r40047. I removed the patch and it compiles for me. Please test it and let me know if it works for you.
