bison 2.4 and nagios-plugins 1.4.12 conflict on charset.alias

Description
I attempted to upgrade bison to version 2.4 but I see the following activation error:
---> Fetching bison ---> Attempting to fetch bison-2.4.tar.bz2 from http://mirrors.kernel.org/gnu/bison ---> Verifying checksum(s) for bison ---> Extracting bison ---> Configuring bison ---> Building bison ---> Staging bison into destroot ---> Deactivating bison @2.3_2 ---> Installing bison @2.4_0 ---> Activating bison @2.4_0 Error: Target org.macports.activate returned: Image error: /opt/local/lib/charset.alias is being used by the active nagios-plugins port. Please deactivate this port first, or use the -f flag to force the activation.
My understanding is that ports should not be installing charset.alias. So both ports should be fixed. I've assigned this to bison's maintainer because it was updated most recently. But nagios-plugins should also be fixed - I've cc'ed the maintainer.
