Unrecognized action "port" still a problem — at Initial Version

Description

Hi, I have been running macports 1.7 on mac OS 10.3.9 and I have been experiencing the "unrecognized action" bug. I just downloaded it today (3-Feb-09) It appears to connect to macports, but everything I type except "quit" produces "unrecognized action." I know this was a problem with 1.6 but everyone says that it is fixed in 1.7. I have tried running the command: curl -O http://svn.macports.org/repository/macports/branches/release_1_6/base/portmgr/dmg/postflight && bash postflight and I recieve the following

then it waits a while, spits out a bunch of text (looks like files or directories) and concludes: mkstemp "/opt/local/var/macports/sources/rsync.macports.org/release/base/src/.sqlite-3.1.3.tar.gz.jsdRoZ" failed: Permission denied and then it doesn't do anything else.

Am I doing something wrong/ Does the bug still exist? Is it a problem with 10.3.9? What am I supposed to do to make macports work?

PLEASE in your reply explain things simply from the beginning; I am no dummy but I have never used macports before and have not used terminal a lot. So please be as specific as you can. Tghe bug may be nothing more than that I am typing something incorrectly, so, for example please don't tell me "run the command..." or "do X in Y," tell me what to open, what to type etc. Thanks so much!
