tiff not compatible with ALL versions if Leopard

Description
The defect #18801 was wrongly closed. When I bought Leopard, it included XCode 3.0, but the port xtiff requires at least XCode 3.1. Unfortunately, "Software Update" won't update XCode. The only satisfactory solution is to reverse this port to an earlier version compatible with ALL versions of Leopard. Not only tiff cannot be installed but also all the ports that depend on tiff.

Software Update does not update XCode, but the latest version is available for download.
Granted, it is a large download and requires (free) registration, but supporting multiple XCode versions would be very difficult.
