gtk2: remove gtk-doc dependency from gtk2, add as variant "with-doc"

Seeing that gtk-doc installs a lot of dependencies, such as docbook, perl, python..., that are unnecessary for GTK2-based applications, it is added as a variant "with-doc" instead of being a default dependency. Hopefully should address ticket #14892.
