protobuf-c 0.10 upgrade request

The protobuf-c package is currently at version 0.10. This ticket tracks the upgrade request for its MacPorts entry.

Unfortunately, protobuf-c depends on protobuf-cpp, but the vanilla upstream 0.10 version doesn't compile with protobuf-cpp 2.1.0, which is what's in MacPorts. I've submitted a patch on the  upstream ticket that allows protobuf-c to compile with protobuf-cpp 2.1.0, and with earlier versions as well.

Here I've attached a patch that updates the Portfile to use version 0.10. It includes the upstream ticket patch, as well.
