Does this mean I can commit to the Git repository, if I'm responsible for the ticket now? How do I go about getting an account to do that?

Any git repository for MacPorts is going to be just a mirror, as the primary repo is in subversion. Secondly, since the port has a maintainer, approval of the update is needed first.
