ecb has broken dependencies

Description

The ecb port depends on the speedbar, eieio, and semantic emacs packages. These ports no longer exist, so ecb doesn't build; they're rolled up into cedet-devel now.

A (not particularly interesting) portfile patch is attached.

Update dependencies in r55516. No revision bump since it would previously not be able to build.
