Summary: cannot install glib2-devel 2.21.4_0glib2-devel 2.21.4_0 incompatible with autoconf 2.64_0

Confirmed. glib2-devel requires autoconf, but is incompatible with autoconf 2.64. Either downgrade to autoconf 2.63 or try glib2 which does not require autoconf at all.

There is an upstream bug report about autoconf 2.64 compatibility. I will try the patch proposed there to see if it will help.
