why does boost depend on bzip2?

Why does boost depend on bzip2? The bzip2 delivered with 10.6 is the same version. 

$ /usr/bin/bzip2 -V 
bzip2, a block-sorting file compressor.  Version 1.0.5, 10-Dec-2007.

$ /opt/local/bin/bzip2 -V 
bzip2, a block-sorting file compressor.  Version 1.0.5, 10-Dec-2007.
