py-htmlgen: fetch failure

The py-htmlgen homepage is down ("The starship's had some problems, but we're back online and now we have to wait for the crew to restore their web pages...") and the file is not on our distfiles mirrors. This was ​reported on the mailing list by Michael Spreitzenbarth.

Fixed in r57229 by using FreeBSD mirror.
