sparky 3.115-1 NMR assignment program

Direct port of the sparky 3.115 NMR assignment program
from the fink packaging. Currently built against python2.5.
The build is make file driven without any configure machinery.

To test the program, execute "sparky", select "Open Project" menu and
open ${prefix}/lib/sparky/example/Projects/example.proj.

Note the I left the reinplace changes for the tcltk version
in the Portfile instead of placing them in the patch file until
I get a clarification about whether I need to code the Portfile
to support building against both 8.4 and 8.5.

Can you change the commands in the destroot section to use Tcl file commands instead of system please.
