Error: Target org.macports.activate returned: Image error: iperf @2.0.4_0 not installed as an image

Using MacPorts 1.7.1 with Mac OS X 10.3.9, attempted to install iperf.

Als-G4:~ avarnell$ sudo port install iperf

Second attempt gave similar results. Deleted receipt and got same result.

Found the files in /opt/local/var/macports/software/iperf/2.0.4_0/opt/local/

Manually copied them to /opt/local/bin & /opt/local/share/man/man1 and all seems to work. Is that OK? What is wrong?
