Lablgtk2: update from 2.10.1 to 2.14.0

Description

The patch attached this request updates lablgtk2 from 2.10.1 to 2.14.0.

Furthermore, this patch add a line "use_parallel_build no" to Portfile.

Reason:

  • Problem caused by parallel building was reported: #22205 , and
  • I have found that parallel building of lablgtk2 occasionally fail: lablgtk2-log.tzt.bz2 .
