db46 changes dist_subdir with each revision

Description
Today I updated the db4 port from version 4.6.21_5 to 4.6.21_6. I noticed that even though the upstream tarball already existed in /opt/local/var/macports/distfiles/db4/4.6.21_5 from when I installed that version, the exact same upstream tarball was downloaded and placed into /opt/local/var/macports/distfiles/db4/4.6.21_6. This is both wasteful (especially for people on metered connections) and also unnecessarily slows the installation process, especially for those on slow connections.
