pstoedit not building because of dependency on libemf

Per #21234, it seems that libemf is causing pstoedit and other dependent ports not to build. Since it's not essential, would it be possible to remove it as a dependency?

I've also found that 

use_parallel_build  no

is required to prevent build errors, as the library isn't amenable to parallel builds.
