Upgrade to qt4-kde fails due to missing license file

Happened during 'sudo port upgrade outdated'. 

OS Version: 10.5.8
XCode Version: 3.1.4
ARCH: G5

Nne of that should matter, though -- just looks like a missing file. A simple 'touch' fixed it. Needless to say, a missing license file shouldn't break a build/install.
