Update tor to 0.2.1.22 and tor-devel to 0.2.2.7-alpha

Description

Tor needs to be upgraded after changing some of their directory authority keys. Tor clients older than 0.2.1.22 will not work anymore due to failure to obtain directory consensus.

Note, this also affects tor-devel port, which needs to be updated to 0.2.2.7-alpha.

jmr, thanks for fixing my inputs. Priority should still be High though, as all currently-deployed tor clients are broken and need to be upgraded!
