apple-gcc42 and apple-gcc42-devel should be made more similar

Description
-devel and non-devel ports should be as similar as possible and differ only in the ways necessary. But apple-gcc42 and apple-gcc42-devel have virtually no lines in common and even differ in their whitespace. Please fix this to make the ports as similar as possible. See also #21708.

apple-gcc42-devel is gone in r80249.
