octave portgroup needed

Description
There are currently 66 ports for octave modules, so it's waaay past time for there to be an octave portgroup to abstract out the commonalities of these ports. This will allow us to avoid having to make the same change to all 66 ports when things change, as I just had to do for the livecheck in #25035.
