(BTW: I am the ICU4C lead. I will be monitoring these bugs.)
MacPorts currently has an old release of ICU (4.3.4) as 'latest'. 4.3.4 is NOT a suitable release for production use.
The livecheck.url is incorrect - it should be http://icu-project.org/download/ which is the release list, not the current value which is for interim development builds.
Also, ICU 4.4.1 (a final release) was released four months ago—
I updated version # to 4.4.1 and MD5 hash to b6bc0a1153540b2088f8b03e0ba625d3 in my local Portfile to get latest.
