The version in the Portfile is bumped to 2.2.16, but it fetches eperl 2.2.14. What's up here?

I think r83299 (view at http://trac.macports.org/browser/users/cal/ports/perl/p5-eperl) might do. I've used 2.2.14 as version number, because that's what upstream does and Debian didn't fork and release a newer version. I don't think having a version number increase without a proper release is a good idea.
The following things have been changed compared to your submission:
- added license Artistic or GPL
- added subports p5.{8,10,12,14}-eperl for the different perl versions
- merged debian-2.21.14-16.diff and the patch adding shtool, removed the line regenerating shtool, as shtoolize is not available
- chmod +x ./etc/shtool
Things still to be considered:
- Check for perl +shared in pre-configure rather than pre-build
- Add sha256 checksum
