id3v2: update to 0.1.12

Description
id3v2 should be updated to version 0.1.12. The attached patch does the following:
- update to 0.1.12
- indicate license
- remove patch which has been incorporated upstream
- add support for universal and non-default-build_arch builds
- rework how the build and destroot phases work
- fix livecheck
If you have no objections, let me know and I will be happy to commit these changes.

Thanks Brent, I committed the update in r73378.
I don't have a particular need to be id3v2's maintainer, but if we add "openmaintainer" to the maintainers line, others will be able to commit updates without needing to ask you first. Or if you don't want to maintain the port anymore we can set it to "nomaintainer". Please let me know if you'd like me to make one of those changes.

I think either one of those changes would be a good idea -- I don't have MacPorts commit privs so it's better if those who do have the ability to get things done without me being a road block. I don't have a preference between the two; whichever you think would be better. Thank you.
