deprecate this port due to the fact that the module has changed name to 'mod_evasive'

additionally, the Portfile is a bug-fest, as the port hasn't been updated to reflect the following:

  1. the homepage no longer exists
  2. the instructions doesn't reflect where apache is installed
  3. new version

a new port named 'mod_evasive' will be submitted for evaluation
