- 3.10 drops support for py24: update existing py25-, py26-, and py27- ports
- add new py32- and py31- ports
- change build dependency to use py*-cython instead of py*-pyrex

Unification happened in r92874, but 31, 32, 33 haven't been added yet.
Also, the removal of python24 support (see r92875) means that py-nltk and py-smisk are now broken. The maintainers of these ports should have been consulted. Either py24-yaml needs to be brought back at the older version, or the dependent ports need to be deleted.
