libogg, libtheora: remove doc variant

Description

Can the doc variant be removed from the libogg port? It only installs an additional 400K or so of files. I'd simplify the port and just make it install them all the time. If you can fix the docdir to not contain the program's version number, that would be good too.

I should add that we need to make some change to libtheora to force a rebuild (#31678) and this seems as good a change as any.

Fixed libogg in r86198.
