After a complete selfupdate I tried an upgrade outdated, which stumbled on help2man. MacOS 10.6.8 (though I don't think this matters). 

% sudo port upgrade help2man
Warning: No port p5.12-locale-gettext found in the index.
--->  Computing dependencies for help2man
Error: Dependency 'p5.12-locale-gettext' not found.
Error: Unable to upgrade port: 1

It should work again if you do another sudo port selfupdate and retry.
