magicspp: Update Magics++ port to a usable version

Description
We have many requests from users that the Magics++ plotting package should be updated. The version in macports is too old for most usage.
PLEASE NOTE: the latest version 2.14.9 compiles on Mac. I fixed all issues which were fixed in Portfile and patches for 2.10 and these should not be necessary anymore. Simply use "./configure".

magicspp was updated to 2.16.1 in r98785. Is that sufficient to resolve this ticket?
