libmng install fails with the following error:

The log shows you're trying to install libmng 1.0.10, which is outdated. Please "sudo port selfupdate", then "sudo port clean libmng", then you can try again. It still won't work, but because of a different problem reported in #34291.

Uh, sorry, brain error. 1.0.10 is of course the current version.
The reason you're seeing a failure to fetch patch-configure is because you applied part of the fix attached to #34291 but not the other part (which would have created the patch-configure file).
