py*-pyicu: add Python 3 subports

Description

I just successfully compiled, installed and used pyicu for python 3.3 after adding 33 to the python.version line of the Portfile. It would be nice to make this generally available.

py32-pyicu and py33-pyicu subports were added in r111889 and removed in r130699 (we are phasing out older python versions).

A py34-pyicu subport was added in r127284.
