In a non-root context on 10.6.8:

robbie@osxserver:~$ port install proctools
--->  Computing dependencies for proctools
--->  Fetching distfiles for proctools

--->  Extracting proctools

--->  Configuring proctools
--->  Building proctools
--->  Staging proctools into destroot
Error: org.macports.destroot for port proctools returned: command execution failed
