proj47: proposal to remove this version port, track removal

There are very few ports left which still depend on this port:

• grass (nomaintainer, see also #44056)
• relax3d (openmaintainer, #41508)
• spatialite-tools (nomaintainer)

There are no obvious incompatibilities with proj, so probably this is just due to lack of maintenance.

proj4 was updated to 4.9.3 in [8404dbb8c3/macports-ports], and as of [e3710d6800/macports-ports] seems to have been renamed to proj4. grass and relax3d use proj4, while spatialite-tools uses proj. Is this ticket still relevant (i.e. proj4 should still be removed)?

The situations has evolved.

• grass now depends on proj8 (default) or on proj7, proj6
• relax3d depends on proj7

Port proj47 seems to be gone, instead there is proj4, proj (ver 5), proj6 .. proj9, which already is a clearer situation.

Apparently proj4 and proj still have quite some dependencies, so the cannot be removed right away. Though probably many of the depending ports just choose these just due to the traditional naming.

Though some cleanup regarding older versions might still be considered (proj vs. proj4), the port against which this ticket was issued is now gone. So this is obsolete and should be closed.
