Description
The browser:trunk/base/vendor directory contains tarballs of tcl, tcllib, tclx, and thread. We shouldn't be storing tarballs in the repository. Have the Makefile download them from upstream instead.

As for the MacPorts source tarball, it should continue to be self-contained, so it should either continue to include those tarballs, or perhaps even better the expanded contents of those tarballs.
