Drop maintainership of (almost) all my ports, as I'm no longer using Mac OS X as my desktop OS.

The dict port here dates back to ~2002; it was the first port used as a test case when we were developing MacPorts.

[104722]11description             Safe C String Library
[28244]12long_description        The goal of the SafeStr library is to provide a rich \
13                        string-handling library for C that has safe semantics \
14                        yet interoperates with legacy library code in a \
15                        straightforward manner. Additionally, porting code \
16                        that uses standard C string handling should be \
17                        straightforward. The library should work on all modern \
18                        Unix-like platforms, as well as any 32-bit Microsoft \
19                        Windows OS.
