Mass update of python ports for master_sites pypi

The pypi hosting site changed the naming scheme for new uploads. While old URLs
continue to work, this possibly breaks updates as master_sites would need to be
changed. This patch updates all previously hardcoded references to
pypi.python.org to the pypi: mirror sites, which was already updated to check
at both the old and new location. See #51391.

Overriding maintainers as this is a mass update of ports.

15description         Binary file explorer using Hachoir and urwid libraries
16long_description    hachoir-urwid is a binary file explorer based on Hachoir library to parse the \
17                    files. Using this tool you can exactly know the meaning of each bit/byte of \
18                    your files. With direction keys, you can navigate in the field tree. The \
19                    key h will disable human display and switch to raw display. It is sometime \
20                    useful when you would like to compare hexadecimal data and Hachoir reprensentation.
