Mass update of python ports for master_sites pypi

The pypi hosting site changed the naming scheme for new uploads. While old URLs
continue to work, this possibly breaks updates as master_sites would need to be
changed. This patch updates all previously hardcoded references to
pypi.python.org to the pypi: mirror sites, which was already updated to check
at both the old and new location. See #51391.

Overriding maintainers as this is a mass update of ports.

17description         A Python Mocking and Patching Library for Testing
18long_description  \
19    mock is a Python module that provides a core Mock class. It removes the \
20    need to create a host of stubs throughout your test suite. After \
21    performing an action, you can make assertions about which methods / \
22    attributes were used and arguments they were called with. You can also \
23    specify return values and set needed attributes in the normal way.
