Mass update of python ports for master_sites pypi

The pypi hosting site changed the naming scheme for new uploads. While old URLs
continue to work, this possibly breaks updates as master_sites would need to be
changed. This patch updates all previously hardcoded references to
pypi.python.org to the pypi: mirror sites, which was already updated to check
at both the old and new location. See #51391.

Overriding maintainers as this is a mass update of ports.

16    The zc.lockfile package provides a basic portable implementation of \
17    interprocess locks using lock files. The purpose if not specifically to \
18    lock files, but to simply provide locks with an implementation based on \
19    file-locking primitives. Of course, these locks could be used to mediate \
20    access to other files. For example, the ZODB file storage implementation uses \
21    file locks to mediate access to file-storage database files. The database \
22    files and lock file files are separate files.
