Cc landonf, since it looks like this is based on his i386-mingw32-binutils port. I don't know enough about binutils to tell if this is the right way to do it, nor am I able to test it.
One comment about the Portfile: if the commented-out lines of code shouldn't be in there, remove them altogether.

As this is so similar to i386-mingw32-binutils, what about creating a crossgcc port group? Would make it easier to maintain and provide such ports.

A crossgcc port group now exists: https://trac.macports.org/browser/trunk/dports/_resources/port1.0/group/crossgcc-1.0.tcl

There is also #40174 (which I modified before I have found/remembered this ticket). One of the two tickets should become a duplicate.
