Created a port for libpano13 to help building applications like ​hugin

Thanks for the portfile! I committed it in r32276, with the following changes:

  • added depends_lib and configure.args for libpng and zlib, since it linked with them anyway
  • removed --prefix=${prefix} from configure.args since that's already in configure.pre_args
  • used the project's actual homepage
  • used the MacPorts sourceforge mirror sites list
