The --enable-zip configure option is needed to enable the zip file functions.

I tried adding --enable-zip to the php5 portfile but it didn't seem to have any effect. For example, the function zip_open() still did not exist after rebuilding with that option. I need to investigate why that is.

Nevermind, my fault. --enable-zip works fine. Added it to php5 and php5-devel in r35497. Thanks for the suggestion.
